Rent Repayment Orders
Everybody on the estate is eligible for two RROs on the grounds that Folio and Freshview were renting a house to you without having applied for property licences. You don’t need to have had an S21 or S13 to be eligible, and we can help you with the RRO forms.
Folio was renting properties without a licence application from 1 November 2023 when the Selective Licencing Scheme was introduced in Southwark, until 31 October 2025 when the estate was sold to BMR Group.
Freshview was renting properties without a licence application until they finally applied. This date is different for each address, the Tenants Association can let you know when they applied for yours.
Help with court fees
If you are eligible for help with court fees, you also need to send off a help with fees application form at the same time. You are eligible if you have less than £4250 in savings, and you are on benefits or your income is below a certain amount (depending on whether you have a partner and how many children you have).
You can apply in one of two ways:
1. Online
You can apply online and get a reference number that starts with “HWF”. Once you have a reference number, you can put that reference number into the Rent Repayment Order form.
2. Download
You can also download the form, fill it in, and email or post it as an attachment alongside the RRO1 form.
How does it work?
1. Application
You send off an RRO form by email to the property tribunal people (the same ones who are looking at our S13 rent increases), as well as evidence that you were paying rent, and your tenancy agreement.
2. Acknowledgement and payment
The tribunal gets back to you with a list of any extra info you need to send them, and asks you to pay the fee (unless you are eligible for help). This fee is £114, unless the tribunal decides you should have a hearing, in which case it’s £341 in total.
3. Evidence
We submit a bundle of evidence, the landlord submits their bundle of evidence, you get to respond to their evidence. As well as adding evidence of the property licencing issue, this is also the time to add evidence for any additional grievances we’d like the tribunal to know about. We’ll help with this bit.
4. Hearing
If you asked for a hearing, or the tribunal decides that it needs a hearing, they will give you a court date.
5. Decision
After the hearing, in writing, the tribunal will let you know how much money you are owed, and when the landlord needs to pay it by (usually 28 days after the decision).
